You cannot use a cylinder without a bleeder on a drum brake wheel setup. Air compresses under pressure, whereas brake fluid does not. If you have air trapped in a cylinder without a bleeder valve, your brake pedal will feel "spongy" or soft, and the brakes will fail to stop the vehicle.
